Introduction of the research assessment system at the University of Ljubljana

Content: The University of Ljubljana responded to changes in research legislation and the introduction of stable funding for academic research by establishing its own research evaluation system. This system primarily employs qualitative assessment methods to evaluate the research and societal contributions of researchers and research groups. It will be gradually implemented as a unified system for evaluating existing research programs at UL and for reviewing proposals for new programs. In addition to traditional research programs, the system introduces start-up programs designed for emerging researchers seeking independent research paths. These four-year programs aim to support young researchers in their career development. Notably, evaluations are conducted by independent evaluators obtained through partner universities. Twenty-eight panelists, representing various subfields of the European Research Council (ERC), work to harmonize reviewer assessments and develop final research program funding proposals. These proposals are based not only on reviewers' evaluations but also on comprehensive qualitative assessments conducted during panelist meetings.
