In 2023, the University of Ljubljana established an independent and autonomous system for research assessment, which is based on qualitative assessment of research activities with international evaluation standards. Utilizing this system, it successfully conducted the first call for research funds at the end of last year, receiving nearly 100 applications. The implementation of both the call and the modern evaluation methodology was made feasible by the new Scientific Research and Innovation Activities Act, which came into effect in mid-2022. This legislation transferred a significant portion of the research budget from the Slovenian Research and Innovation Agency (ARIS) to research organizations. Concurrently, the University of Ljubljana introduced the opportunity to obtain a start-up research program for exceptional early-career researchers.
